Registration of operators in DIWASS GUI
If DIWASS must be accessed through the Commission website (via the GUI), the person intending to register an economic operator should:
- Become a user of DIWASS;
- Provide basic data of the operator it wants to register such as name, main identification number, address or contact details) (please refer to this document explaining what identification numbers your competent authority indicated to be used for when registering operators);
- Select the competent authority responsible for approving the registration request (please refer to this document indicating the competent authorities responsible for registration of operators at your location); and
- Submit the request in DIWASS.

If the competent authority requires any supporting documents, these must be provided directly to that authority outside DIWASS.
Please note that once an operator is registered in DIWASS, it becomes selectable in the context of any waste shipment document. It can act in any role: notifier or person who arranges the shipment, waste producer, carrier, consignee, facility. The system will manage access rights and required actions to take by that operator in specific dossiers accordingly at a technical level but will not enforce whether any operator is entitled to take a role or act in a given dossier. It is for the competent authorities to assess, in the context of each notification or shipment, whether the role assigned to or action taken by a particular operator is appropriate.
Operators from third countries must also be registered in DIWASS so that they can be selected in waste shipment documents. This registration is required for identification purposes and does not mean that the operator should actively use the system. Please note again that registration in DIWASS is a purely technical step that makes an operator selectable in waste shipment documents. It does not confirm that the operator is authorised to carry out any waste shipment or management activity.
Registration of operators in local systems interconnected with DIWASS
If DIWASS must be accessed through a local system, the person intending to register the operator should in principle do so in that local system. For further details on the registration process, please consult the websites of relevant competent authorities or contact them directly. Please refer to the list of contact points regarding the use of digital systems for the purposes of shipments of waste, accessible in this document.
Registration of third country economic operators in DIWASS
Third country economic operators can be registered in DIWASS GUI as well as in the interconnected local systems.
Details on how to register a third country operator in DIWASS are described in the instruction manual. When selecting the competent authority responsible for approving the registration request, the user should choose:
- In the case where this authority actively uses DIWASS (please note that an overview of such countries will be published and constantly updated but as of 21 April 2026, no third country competent authority is using DIWASS actively):
- the competent authority of the third country where the operator has a registered office in;
- in the case where the relevant third country competent authority does not use DIWASS actively:
- The EU competent authority, which, in the context of the planned shipment of notified waste, would act as competent authority of dispatch, destination or transit.
